Observed sour cream, cut tomatoes, cut lettuce, shredded cheddar cheese, cut lettuce, cooked chicken, cooked beef (44F-52F - Cold Holding) in top of reach-in cooler across from grill. Observed some pans of foods were double panned in top flip top part of cooler. Also, macaroni and cheese, sour cream, house made coleslaw, house made ranch dressing (44F-48F - Cold Holding) in top of reach-in cooler across from reach in freezer on cook line. Employee stated he had lid opened during lunch. Employee closed lid briefly to chill foods.

Observed sour cream, cooked ribs, shredded cheddar cheese, house made macaroni and cheese, butter, house made coleslaw, raw fish, raw shrimp (57F-70F - Cold Holding) in reach-in flip top cooler across from fryer. Operator stated items placed in cooler around 10-10:30 but cooler was late in being turned on. Operator observed breaker for cooler was tripped. Operator removed all TCS foods and placed in walk in freezer to chill. Retemped at end of inspection at 53F-60F

Observed employee at front service line on phone, then take a drink and then touch plate of food to deliver without washing hands. Discussed with operator. Operator discussed hand washing with employee.
